The lowest level mob to drop them is lvl 90 i think. The quest is for level 95 and even if you wont get to this level anytime soon, the books have a fixed chance of 0.1% chance to drop from all mobs but bosses from beast city.
For those that still dont know, when you reach lvl 95, you get 2 quests. One to kill all 5 bosses of fb 99 heaven and the other to kill all 5 bosses of fb 99 hell.
To complete the quest, you must have the excerption book for that boss when you kill it.
If you complete the quest, you can get strong items that cannot be obtained in any other way.

Some mobs are in fbs 89 and 99, some in heaven/hell and some also in "mortal world". Pick the best one for you and be patient
